A10 & A9 disruptions around Badhoevedorp — spring 2026
Two parallel Rijkswaterstaat megaprojects — the A9 Badhoevedorp–Holendrecht widening and the Zuidasdok programme — are forcing back-to-back weekend closures on the Schiphol–Amsterdam corridor. Who's responsible, where complaints go, and how to frame an Awb-klacht that carries weight.
Executive summary
Two large, parallel infrastructure projects on the same Schiphol–Amsterdam corridor are forcing back-to-back weekend closures on the A9 and A10-Zuid. The disruption Badhoevedorp residents have felt over the past month is not a series of unrelated incidents: it is the A9 Badhoevedorp–Holendrecht widening (Rijkswaterstaat, 2020–2029) and the Zuidasdok programme (Rijkswaterstaat, ProRail and the City of Amsterdam, ~2017–2030) running in tandem. The week of 11–17 May 2026 is one of the worst weeks of the spring on this corridor: the A4 between knooppunt Badhoevedorp and De Nieuwe Meer is closed for two windows, the A10-Zuid runs on one or two lanes, no trains run to Amsterdam Zuid for five days, and Rijkswaterstaat itself warns of 30–60 minutes extra travel time. The bevoegd gezag (responsible authority) is Rijkswaterstaat — A-roads are rijkswegen and that is RWS' jurisdiction. The right primary recipient for a formal complaint is the regional office, Rijkswaterstaat West-Nederland Noord, with the project organisations and gemeente Haarlemmermeer in copy.
Background — two projects, one corridor
To make sense of the closures it helps to know what is actually being built and by whom.
A9 Badhoevedorp–Holendrecht (BAHO). Rijkswaterstaat is widening the A9 between knooppunten Badhoevedorp and Holendrecht from three to four lanes per direction, adding a wisselbaan (reversible interchange lane), and lowering 1.6 km of the road into a covered, sunken section through Amstelveen with three overbridges. Some 14 km of new noise barriers run along the alignment. The project started in 2020 and is scheduled to run until 2029. The contractor is the VEENIX consortium — a joint venture led by Count & Cooper, Macquarie, Siemens and FCC.
Zuidasdok. Three principals — Rijkswaterstaat, ProRail and the City of Amsterdam — are jointly rebuilding the Zuidas knot: doubling the A10-Zuid in tunnels, renovating Amsterdam Zuid station, and threading a new pedestrian and metro spine called the Vivaldipassage underneath. The programme acts on behalf of the Ministry of Infrastructure and Water Management, the Province of Noord-Holland, the Vervoerregio Amsterdam, and the City.
The two projects sit roughly four kilometres apart and share a chokepoint: knooppunt De Nieuwe Meer (where A4 meets A10) is the swing-point between them. That is the geographical reason Badhoevedorp keeps seeing diversions: closing A9-BAHO sends traffic onto A10/A4 via Badhoevedorp; closing A10-Zuid sends it back onto A9 — and Badhoevedorp sits between the two.
A traffic manager at Rijkswaterstaat warned on AT5 in February that residents should simply not drive at all when the works hit, and the schedule confirms the warning is meant. Rijkswaterstaat's own communications used the phrase "extreme verkeershinder" for the 2025 cycle of closures around Amsterdam; the 2026 cycle is the same playbook.

What has happened in the last six weeks
The corridor has been hit almost every weekend since early April. A consolidated picture, drawn from the Rijkswaterstaat news archive and the project's own visitor centre:

That is at least four full weekends and most weeknights of disruption on a 10-km stretch immediately east of Badhoevedorp, in just six weeks.
What is coming the week of 11–17 May 2026
The week is dominated by a single Zuidasdok operation: lowering a section of the Vivaldipassage roof at Amsterdam Zuid station. To do it safely, the programme needs the road and rail traffic out of the way.
The headline closures:
- A4 between knooppunt Badhoevedorp and knooppunt De Nieuwe Meer, in the direction of Schiphol/Amstelveen → Amsterdam:
- Tuesday 12 May 22:00 → Thursday 14 May 05:00
- Saturday 16 May 22:00 → Monday 18 May 05:00
- A10-Zuid: during the day on Wednesday and Sunday, only two of the usual lanes run on the buitenring (towards A1/A2). At night, only one lane is open.
- No train service to and from Amsterdam Zuid from Wednesday 13 May through Sunday 17 May. Metro continues.
- Diversion via A5, A9 and A2. Extra travel time: 30–60 minutes.
For Badhoevedorp specifically, the A4-Badhoevedorp–De Nieuwe Meer closure cuts the direct route to central Amsterdam in half of its useful hours that week. Drivers are pushed onto the A5 (north) or A9 (south, itself partly under construction).
Six independent sources — Rijkswaterstaat, Zuidas.nl, the City of Amsterdam, Mobiliteit.nl, Hello Zuidas, and the Haarlemmermeer paper Rodi — agree on these dates and times. The schedule is solid.
After this week, the corridor does not rest. Rijkswaterstaat has already published the next two A9-BAHO weekend closures: Fri 29 May 20:00 → Mon 1 Jun 05:00 and Fri 5 Jun 20:00 → Mon 8 Jun 05:00, both with A2/A10/A4 diversions. From the fourth quarter of 2026, afrit 5 Stadshart-zuid is scheduled to be closed for 64 weeks.
Who is responsible — and where complaints go
A-roads in the Netherlands are rijkswegen. The road authority is Rijkswaterstaat (RWS), the executive agency of the Ministry of Infrastructure and Water Management. RWS is unambiguously the bevoegd gezag for both the A9-BAHO project (which it runs directly with VEENIX as contractor) and Zuidasdok (where it is one of three programme principals).
Dutch administrative law gives a resident a clear path. Algemene wet bestuursrecht, hoofdstuk 9 establishes that any person can submit a klacht about the conduct of an administrative body; the body must respond within six weeks (extendable by four). For RWS, a klacht about works should go to the regional office that manages the area — for the Amsterdam ringweg, A4 and A9-BAHO that is Rijkswaterstaat West-Nederland Noord.

For the A9-BAHO project specifically, the project organisation has named omgevingsmanagers — Lammert Postma for Rijkswaterstaat and Loek van Bokkum and Carlijn Bergshoeff for VEENIX — and a project mailbox at [email protected].
For Zuidasdok, the programme runs an Information Centre at WTC, Strawinskylaan 59, 1077 XW Amsterdam, with a 24/7 freephone line 0800-5065 and an online complaint form at zuidas.nl/contact/complaint. The Information Centre does not restrict complaints by postcode.
Two further routes exist as backstops:
- Gemeente Haarlemmermeer for nuisance arising on local roads when traffic is diverted through Badhoevedorp itself: haarlemmermeergemeente.nl/klacht-melden-over-uw-buurt.
- Nationale Ombudsman if the RWS klacht is not handled to the resident's satisfaction within the Awb timelines: nationaleombudsman.nl.
A formal Awb-klacht specifically about the conduct of the ministry (rather than RWS) goes to the Hoofddirectie Bestuurlijke en Juridische Zaken, Postbus 20901, 2500 EX Den Haag, email [email protected]. That route is rarely needed for a road-works complaint and is best held in reserve as escalation.
Analysis
The pattern is structural, not accidental. Two long-horizon megaprojects with overlapping geography mean that every weekend closure on one tends to push diversion traffic onto the other — and the chokepoint between them is the Badhoevedorp–De Nieuwe Meer reach, which is exactly the axis a Badhoevedorp resident uses to reach Amsterdam, Schiphol or the Zuidas. Rijkswaterstaat's own communications acknowledge this; the agency's planning logic is that doing both projects serially would take longer than the public would tolerate, so it accepts a denser, sharper period of disruption now.
That logic does not absolve RWS of its hindertoezeggingen. The RWS playbook commits to a set of mitigations — advance notice of at least several weeks, signposted diversions, named omgevingsmanagers, and limits on consecutive nights of work in residential areas. Whether each of those was honoured in a specific incident is something a klacht is well-suited to test, because the answer is on the record.
What is harder to test is the cumulative-burden question. There is no single legal threshold for "too many weekends in a row on the same corridor". A klacht that bundles specific incidents with dates and concrete asks carries weight; a klacht framed as general frustration does not.
Conclusion
A complaint about works on this corridor should be directed to Rijkswaterstaat — the responsible authority for both the A9 and A10 around Badhoevedorp. Use the regional office, Rijkswaterstaat West-Nederland Noord, via the published channels (phone 0800 8002, email [email protected], or the web form). Put the Zuidasdok information centre and the A9-BAHO project mailbox in copy so both project teams see it; cc gemeente Haarlemmermeer for the local-road diversion impact. Keep the National Ombudsman in reserve if RWS misses the six-week Awb response deadline.
The structurally most useful framing for a klacht is to bundle specific incidents — exact dates, specific lengths of closure, specific local-traffic consequences — with concrete asks (a written response on advance-notice compliance, an inter-project coordination commitment, an updated cumulative-nights tally). Generic frustration carries less weight than a specific question that the authority must answer on the record within six weeks.
